'winetricks ie7' makes the background image appear correctly. Native shlwapi is
needed. Confirming the bug.

Shlwapi is needed when you use IE7? So original problem is that IE is needed,
and shlwapi part is a different bug?

No, native shlwapi.dll is enough to display the background image.
