Since rsaenh is now implemented in wine, and this hasn't seen any motion in a
couple years, I'm going to close it as fixed.  Feel free to reopen if that's not
appropriate.  (The stub for CryptGetLocalKeyLimits was only needed for using
native rsabase.dll, and shouldn't be needed with builtin.)
