--- Comment #1 from winetest@luukku.com --- I don't know if this fixes anything, but battle.net has similar component/backtrace location (libcef) and it is solved by winetricks -q corefonts. You could also test winetricks -q allfonts.
I don't know if this helps, but you could try.

--- Comment #2 from Robert Fox rfox@foxconsult.com --- Created attachment 55931 --> https://bugs.winehq.org/attachment.cgi?id=55931 New backtrace using the suggestion with winetricks

--- Comment #3 from Robert Fox rfox@foxconsult.com --- I tried the suggestion in comment 1 - same problem exists!
https://bugs.winehq.org/show_bug.cgi?id=40881
--- Comment #4 from winetest@luukku.com --- Can you point a download so we have the same version so I could test this?

--- Comment #5 from Robert Fox rfox@foxconsult.com --- (In reply to winetest from comment #4)

Not sure what you are asking for - but if you want the SpotifySetup.exe - it can be had here: https://www.spotify.com/my-en/download/windows/
https://bugs.winehq.org/show_bug.cgi?id=40881
--- Comment #6 from winetest@luukku.com --- Yes. Seems to fail with wine and staging both 1.9.21.
Winetricks -q corefonts didnt help. Didnt try to allfonts.
https://bugs.winehq.org/show_bug.cgi?id=40881
--- Comment #7 from Robert Fox rfox@foxconsult.com --- I tried allfonts as well - no luck! Funny thing is, I had installed Spotify previously with wine and it worked for some time - then it broke and I tried to re-install without success . . .

--- Comment #8 from Rosanne DiMesio dimesio@earthlink.net --- When you tried to reinstall, was it to a clean wineprefix? If not, try that.
https://bugs.winehq.org/show_bug.cgi?id=40881
--- Comment #9 from winetest@luukku.com --- Is it possible that spotify updates itself?
https://bugs.winehq.org/show_bug.cgi?id=40881
--- Comment #10 from Robert Fox rfox@foxconsult.com --- (In reply to Rosanne DiMesio from comment #8)
When you tried to reinstall, was it to a clean wineprefix? If not, try that.
YES - I tried to start with a fresh wine install (removed the package and reinstalled including all config files)

--- Comment #11 from tetragir@fastmail.fm --- The problem is also present on my system, with Wine 1.8.5 and with 1.9.21-staging too on FreeBSD 11.0. Downloading the offline full installer without a Spotify account: http://download.spotify.com/SpotifyFullSetup.exe

--- Comment #12 from Rosanne DiMesio dimesio@earthlink.net --- Confirming for the current installer (1.0.39.137) in 1.9.22. The crash only happens when the Windows version is XP or 2003. If set to Vista or higher, you get a popup message that says "Please install Spotify using a normal account instead of an Administrator account."

From what I understand libcef is part of the Chromium Embedded Framework and,
correct me if I am wrong, but recent updates to the CEF have rendered it incompatible with Windows XP and Vista.
Only reason I am saying this is because GOG Galaxy also uses the CEF and it dropped support for Windows XP and Vista precisely for the reason I mentioned above.
I suggest trying to run the installer in Windows 7 mode with winetricks -q corefonts intalled...

--- Comment #15 from Louis Lenders xerox_xerox2000@yahoo.co.uk --- Created attachment 57521 --> https://bugs.winehq.org/attachment.cgi?id=57521 two hacks to get Spotify running
This bug is apparently (i guess) a duplicate of things covered already by other bugreports:
Bug 42014 (the crash) Bug 40613 (the issue about the ``Run as Normal user`` thing)
The attached hack makes the installer finish fine for me (though i get a black screen when i start Spotify)
The second hack is not needed using Staging, that has a proper fix.
If someone still has the OLD installer where only the crash was present: could you try if the hack works around it, then we can resolve this as duplicate

--- Comment #16 from Louis Lenders xerox_xerox2000@yahoo.co.uk --- Answering my own question:
It`s really a duplicate of bug 42014. I downloaded old version of Spotify (Spotify 1.0.32.96) and get the same crash as in comment 1, when windows version set to Windows 2003. The workaround from that bug makes the installer succeed
