fresh .wine 1.6-rc2 ubuntu 13.04 logged with gnome-shell open nautilus, to load "internet explorer" want to know which IE version is installed by default, so i check the About menu: instead giving that IE version, i get the wine version

I disagree. At least Debian doesn't ship wine-gecko*. Running iexplore will run, but pages won't load. Loading the about dialog works, and I see the wine version. Ideally, it would show that no gecko version is loaded, instead.
Well, they do, but it's usually out of date since they do a Copyright audit before pushing a new package version, which is usually delayed for quite some time. E.g., the latest is 2.24, https://packages.debian.org/source/jessie/wine-gecko-2.24, which is pre 1.8.
