Neither file exists
The proper name for the file is
netfxsbs10.exe or NETFXSBS10.EXE
This was reported in issue 3972 comment #31 for .net 2.0
http://bugs.winehq.org/show_bug.cgi?id=3972#c31 by Kush.   I confirmed that
this occurs with .NET 1.1 installs in a fresh .wine.
