cd d:\Dungeon charac~1 REM the character generator works cd r ..\charac~1 REM nothing happens ... presumably it crashed just as it happens in wine REM but windows doesn't pop up a debugger or spew debug information.
Hence it seems that wine is infact correctly emulating windows bug for bug in this case.
