I have installed the Epic Games Launcher. It opens up with a mostly black window. However, the app draws its own window controls, such as minimize and close, and those work. Also, there's a "Settings" icon in the corner. When I click that, it takes me to a settings screen which appears to work. However, the rest of the window is black and I cannot install the untitled goose game, as I so desperately want to do.
I'm using wine 4.19-staging. The Epic Games Launcher version ... well, I have a story about that: While I was gathering info for this bug report, I started the launcher and this time, the "Settings" icon had a dot on it. So I clicked the Settings icon, and it said there was a new version of the launcher and I should click here to install the new version and restart the launcher, and I did and it worked. So at least that much of the app is working.
Anyway, the version (which is visible from the Settings screen) is now 10.9.1-10088168+++Portal+Release-Live
I don't think this is related to the ancient #40376 since that was last updated 2 years ago and seems to be caused by a bug which was fixed in a prior version of wine.

1. Start the msi. It will try to install DirectX. 2. Kill the DirectX installer. The main installer will complain. 3. Run the already-installed Launcher as above. (EpicGamesLauncher.exe -SkipBuildPatchPrereq)

Could you try if it runs and shows correct window in wine-staging for you?
It shows correctly for me in wine-staging 4.19; in vanilla wine i get screenshot from comment 6. Started process : UnrealCEFSubProcess.exe

However, disabling libglesv2 does not help here. Some info from starting app:

I tried this workaround under Wine Staging 9.6, and it just caused the Epic Games launcher to hang at the splash screen upon starting. I also realized that this bug is a duplicate of bug 40376.

I added an entry for the Epic Games Launcher and set it to emulate Windows 10. The mostly black, flickering launcher screen is now a normal launcher screen!

If they do not already exist, add entries for d3d11 and dxgi then set them both to "builtin". Probably due to something I'd previously installed with Winetricks, both of these entries were already present on my system and set to "native". Please be aware that I am using dxvk, so I don't know if this will work if you aren't using dxvk.
After making these changes, Epic Games Launcher starts up with no graphical anomalies. If started from the console, you'll see "01e8:fixme:dxgi:d3d11_swapchain_Present1 Ignored present parameters 0000000000B9E0A0." spammed to the console along with a few other error messages. However, it seems to work fine. Ionly tested two games. Fall Guys installed but failed to start, but DARQ installed and ran flawlessly.
