Wine 7.11 error with LC_ALL

First. Question marks appear without LC_ALL. Users can use Backspace with latin
characters. Users can use arrows and Delete with non-latin characters as
workaround.

Second. Nothing will appear with non-latin LC_ALL.

Ubuntu 20.04.4 LTS
Kernel release: 5.13.0-52-generic

If this is a Delphi/C++ Builder application, it was common back then for such
applications to show question marks for Russian text UI, when running on
locales other than Russian. To run them on Wine use LANG=ru_RU.UTF-8, assuming
it's the same issue.
