I do not know what is causing this bug but I have ran the sc2 beta on windows to make sure my install wasn't currupted and it seems to fail at the intializing maps screen and never will go farther then that I do have a log from when I ran in my terminal and I can let sc2 run as long as I want and nothing will happen but for me to close it I do have to force quit. Also this bug has just accord since I upgraded to patch 16 not sure what version it is though. That is also the version I have tested

It is completely unrelated to whether the servers are up or down. It is not related to a kernel issue, if it were at least *someone* would have it working, across all the various kernels we are using. But that's not the case; no one has managed to get it working in Wine.
I'm willing to bet that the issue lies in comments number 9 and 11. Starcraft 2 is getting into an infinite loop somewhere, which is what causes the process to eat up 100% CPU on the core it runs on. The fact that it repeatedly callsIDirect3DSwapChain9Impl_GetRasterStatus followed by IDirect3DDevice9Impl_TestCooperativeLevel infinitely suggests this.
I have no idea how to debug Wine applications unfortunately, otherwise I would have fired up gdb and been working on it.

After patch 16 sc2 shows only the cursor and a black / blank screen. When i pipe the log with "&>" SC2 crashes. The Blizzard Crash Reporter pops up. This is on Arch 64bit with wine 1.2rc3.

Not sure what your patch is going to do, but the GetRasterStatus() call does sound a bit suspect, and two things you could try are either returning WINED3DERR_INVALIDCALL there, without touching "pRasterStatus", or setting the "InVBlank" field to FALSE instead of TRUE.

The patch is not working for me is it because I am now using wine 1.2 RC7 or do I need to do a clean install of wine and starcraft 2?
You can manually patch it by opening dlls/wined3d/swapchain_base.c, finding line 134, and changing WINED3D_OK to WINED3DERR_INVALIDCALL, then rebuilding.
However, that patchfile should work fine with 1.2RC7. Are you using some binary release? You need to use git and compile it from source, there is an updated guide to doing this on the main Starcraft 2 page.
A clean install should not be necessary, nor should his wine config.

That is what I did and it is not working I followed that guide step by step and it didn't work but I do not have that sound override like it said because it worked just fine before with out it.

I've downloaded 1.2rc7 sources from git, applied patch, compiled wine and installed it. I did not touch config or .wine folder at all.
That is what I did and it is not working I followed that guide step by step and it didn't work but I do not have that sound override like it said because it worked just fine before with out it.
You clearly did not do everything correctly, because it is not working. So try to figure out what it is (I get the feeling you neglected the last step).
Enter the directory containing wine's git, and do the following:
wget -q -O - "http://bugs2.winehq.org/attachment.cgi?id=29498" | patch -p1
tools/make_requests && ./configure && make depend && make
sudo make install
wineserver -k

I believe he means he manually edited the source code, instead of using the "patch" utility. Which should have no difference, the patch file works on 1.2RC7, I checked it myself.
He most likely did not restart the wineserver after applying the patch the first time, or it failed to patch and he ignored the error message (zshell for example requires you to use quotation marks around the URL for wget, and will error using the main pages tutorial).

I had no error message and I followed everything as it said and I always restart the winesever after I do something to it and I copy and pasted the commands exactly and tryed it several times it just didn't work but the manual way did so it wasn't that much more work.

It seems to be a graphics drivers / hardware issue. This is a different bug. Post a new bug report, if you can't find it on the appdb page.

I need someone to test my testcase on Windows. The attached executable is the d3d9 crosstest exteded by my testcase[1]. It has been compressed by UPX to decrease it's size.
I can NOT grantee you that the executable does not harm your system but I can tell you that wine test suite gets executed regulary (without my test case) on other machines.
If you want to help me getting my test case accepted execute it on Windows with the argument "device" and upload the log here. e.g. Start->Run "cmd" path/to/exe device > log.txt

When InVBlank is constant TRUE or FALSE Starcraft 2 runs in an infinite loop. I think the other patch is better because it simply says that the raster position can't be determined which is true (as far as I know) for OpenGL.

I did run your crosstest exe on my wife's netbook with Intel 945 graphic chipset. I attached the log to this comment, but according to it, this graphic chipset actually does support scanline :( May be you will find it useful.
