Only when booting with SMP kernel (2.6.13 or .14), vb3run.exe fails. So it seems the issue is a conflict with SMP Linux and 16-bit Windows.
as this is a self extracting zip executable you could of course also use unzip to get the content out. I've found these self extracting zip files do rarely work in wine.
The same 16-bit error occurs in other programs we want to run on our terminal server for our learning center. The other programs are niche, proprietary, important programs, and I used vb3run.exe as an example because we could all test it.
