First of all, parts of https://wiki.winehq.org/Wine_Developer%27s_Guide/Wine_and_Multimedia seem to be misleading or wrong (likely because it's somewhat out of date).
Anyway, while I've got 'HKLM\Software\Microsoft\Windows NT\CurrentVersion\MCI32' entries, wine seems to be ignoring them and needs system.ini entries. Also, despite the page saying both [mci] and [mci32] are valid, only the former works.
