...so confirming, please consider CLOSED->NEW, +Installer
Tested under wine-1.1.33-301-gd963e97, winecfg set to win95. BTW: Download is still available through MSDN Partners.

Seems fixed in 1.7.29. There is an error "An error has occurred at changing workgroup database." at the end of the installation, though, which is followed by "Setup couldn't create a SYSTEM.MDW file. After Setup is completed, reboot your computer, then run the Workgroup Administrator before you run this application. (-1011)"
Setup then completes successfully.
