While investigating bug 21782, I took screenshots to compare the default graphics settings under windows and wine on the same machine. On Wine, the border is black.

Of which border are you talking about? The background behind the Options window is darker, because you launched it from a different place, right?

Look at the screenshots. On windows, you can see the Starcraft II logo at the top of the screen. On wine, it's too dark to see.

The background in the wine image seems to be from the main menu after logging in. See the multiplayer button, your profile image and name on the top, and menu button in the bottom bar.
In the contrast, when you look at the background on the windows image it has the picture from the login screen. See the planet on the background, manage account button and the different bottom bar.
