Depends on what is required to fix the bug, if too much has to be changed then it wont be fixed. It's to fix the small issues and clean things up rather than to re-write large chunks of code.

It's a regression though, not some random buglet, and a 2 years old one at that, if that's not a reason to fix it for a 1.0 release nothing is. Imo you really, really should fix the regressions, before you do a 1.0 release, otherwise it's pretty meaningless to do that, except for the additional publicity maybe, if that's what you're after.
