This can be caused by a problem or a deficiency in Wine.
I tried to open Steam using Wine. This is all that it said. It won't let me log in.
I created an account today. This site wouldn't let me log back in. Someone asked me if I was using Windows 7. I was not. But I have changed Wine to Windows 7 now. I am running it on Linux Mint Cinnamon.

Also make sure to pay attention to the hints at appdb, some parts of Steam might need the Arial font (included in corefonts package) for example. Please note that the store page currently does not work without applying patches or using experimental/patched Wine versions.

Change it back to XP. Nikolay asked that because steamwebhelper is known to crash when the Windows version is set to 7 (bug 38960). And as Sebastian told you, upgrade Wine to 1.8 or later. 1.6.2 is no longer supported.

Also the bugs should be opened against development version so the new features, regression and bug fixes would end up in next stable version.
