You need to upgrade your Wine first, to 1.8.x or better to 1.9x series.

I uninstalled wine, installed wine 1.8, steam still isn't working

Did you happen to change the Windows version in winecfg to something other than
XP? Backtrace looks like bug 38960.

If you want to set a particular version of Windows globally then just go to
"Default Settings", select your desired Windows version, hit "Apply" then "OK"
and then every application that you run will be running in that Windows mode.

You were already told once to upgrade, and you claimed in comment 2 that you
did. According to your latest crash log, you didn't.

Upgrade to 1.9.5 and retest in a clean wineprefix.
