Fix 'Novosibirsk Summer Time'

I'm sorry. I've found that there is existing 'NOVST' tz in the
wine-0.9.10/dlls/ntdll/time.c, but it is incorrect:
Novosibirsk Summer time is +0700 but no +0800. So I have created new patch that
fixes this.
