Apps hang when trying to show button tooltips. May require several attempts for
hovering over buttons to show tooltips to trigger the hang.

Reproduced for MS Office 2007, 2010, 2013.

Tried 9.17-9.20 versions and main branch 9.20-233-g24694dabfc5

Are you able to try with latest master?
