[Bug 6233] wincfg Applications tab gui layout is misleading

Patches welcome.
INHO the whole winecfg should be made wider. Apps list put on the left as a
separate control. The right side can stay as-is (all other tabs). This is more
common way for apps to change settings related to one particular thing.
