Anyway, I discovered the full game is content to run directly off CD, so I won't be installing it. However, the bug is still present.
The problem begins roughly one second after the copyright screen before the main menu appears, and persists until you quit the game. The cursor simply refuses to move. You can attempt to move it, but it keeps "snapping" back to the same position. (If you've seen the "cursor over crosshair" problem in FPS games, it's pretty much the same effect, except you only see the game cursor, which is behaving this way.) You CAN still click on whatever's under the cursor, but since you can't move it, that's not exactly useful.
