Under Wine 1.1.39, SAV 10.1 (for Windows 98 - XP) fails to install.

From the +msidb trace.

Is the installer trying to write a log event?
Anyway, removing the custom action with Orca allows the installer to continue until hitting another, unrelated bug.
Same in Wine 1.1.40.

It's trying to start the event log service which Wine doesn't have. A stub service implementation might be enough to get past this.

currently wine has plug and play, presentation font cache, spool services, terminal services, and winedevice (mountmgr). Still no event log service.

Actually no, I couldn't check this issue. The SAV 10.0 installer package I found doesn't contain any custom action related to managing the Windows eventlog service.
It installs and registers a few eventlog trace message files but that's all related to eventlog.
