The game seems to not limit FPS amount in fullscreen mode. It speeds up to >200 FPS instead of not going above 60.

It shouldn't be needed to tell the video driver to do vsync. The game sure requests it, and so should wine.

While I can't find any r2xx people to report, the Radeon r3xx-r5xx families appear to work just fine, as long as the vblank sync is set to 1 by default in driconf. If vblank is set to 0 by default, then the framerate spirals up and out of control.
Also I can confirm that TH07 and later are NOT affected by this bug.

I constantly see people suggesting hackish workarounds like __GL_SYNC_TO_VBLANK, however that doesn't work for everyone since there is no equilivant option for intel chipsets to my knowledge and wine should be respecting when games request vsync anyway.

Makes sense I suppose, I was overreacting.

Well, two things: 1) Not too big a worry I suppose, unnecessary CPU waste can be bothersome due to heat and battery drain on laptops, or if one has cpu-intensive things in the background. 2) In one program (not TH06), this increase in FPS seems to trigger the issue described in bug 7640, comment 24 if I understand things correctly.
Point #1 I suppose is a minor annoyance, and point #2 is more properly the fault of bug 7640, and only indirectly related to this bug. Due to such, I suppose my earlier comment is mostly meaningless except for noting that I've seen it affect other programs (In particular, the Ragnarok Online client, and some others I can't remember off hand).
I apologize for my mostly-useless comment.

Forcing vsync does indeed fix it (nvidia-settings, "OpenGL Settings", tick "Sync to VBlank"), but as stated upthread it may be that users of video hardware other than nvidia / ATI can't do this ...
