a user complained that WebPlus SE install fails
with the message "this action is not supported"
Sure enough, running it fails for me, too; the log has the
suspicious error

trace:msi:MSI_GetPropertyW returning L":setup.mst" for property L"TRANSFORMS"
trace:msi:msi_apply_substorage_transform 0x12fdb8 L"setup.mst"
err:msi:msi_apply_substorage_transform expected a colon in L"etup.mst"

but the next problem is that the embedded transform does not correctly specify
which product code it transforms, so we bail out.  This will require some tests
to see which behavior is correct.
