I extracted the .exe file in the temp directory of Wine as instructed and
launched the installation.
The missing file is indeed not in the temp and I can't find it on the internet
because of deprecated from Microsoft.

No, it had been fixed.

You made a great work seeing that it is a .NET application.

Setup is aborting though with an exception because the service driver can't be
started (timeout) and unimplemented function ntrosknl.exe.
You can now start the application but it's creating errors because of Active X
(can't create object).

It's very close of being usable!
