If a Linux window is set to On Top, it will not be able to be on top of a Wine window set on top
I was installing War Rock and since its Install window is so large, I wanted to place my Open Office window on top of it. So I right clicked on my Open Office window and set it to "Always on Top". To my surprise, the Open Office window was still behind the War Rock install window.

--- Comment #2 from Ronak goonstk@yahoo.com 2008-11-20 20:14:14 --- I'm using Gnome, but the windows weren't behaving relative to each other. The Gnome window would not go over the Wine window even if the Gnome window was set to Always On Top. Maybe it was just the program install?

Also note that "full screen" windows are higher priority then "always on top". So if your installer was a full screen app (no title bar and covering task bar) then that's the way it supposed to work.
