I used to play this game when I used Windows, and the behaviour is the same.
The Hardware option is always a disabled pull down box, and the Software option is always just text. Please see this screenshot from a Windows PC running it:

The Software option is supposed to reflect the DirectX version installed (which on most Windows PCs, and as reported by Wine is DX9).
The Hardware option can be changed, but not with the dropdown box (not even on Windows).
To change it, open the CS:S console (enable it the options first), and run:
mat_dxlevel <dxlevel>
Where <dxlevel> is 60, 70, 80, 81 or 90.
I believe this bug should be closed.
