Ok, I doubt 1.1.40 will help with toolbars.
Try two things now:
- make toolbar horizontal (it's moveable it seems) and post a screenshot; - after that try 'winetricks cc580' (script is here http://www.kegel.com/wine/winetricks).

Ok, it works with native comctl32 I suppose? Now try please to make toolbar horizontal and use builtin comctl32 (make sure with winecfg it's set to builtin), it could help to solve a bug.

--- Comment #10 from Serkan ssserkkk@yahoo.com 2010-05-04 14:33:45 --- Hello again. I re-installed the Pardus. I used builtin comctl32. I tried native comctl32. But the problem did not disappear. I didn't use winetricks. Toolbars are not moveable it seems. I'm currently using wine 1.1.43.
Sorry for my bad English.

Yes, same issue with wine 1.7.18. Perhaps, some problems of calculation for pads around the icon separators or separators are wrong themselves.

--- Comment #27 from tronde tronde@c2i.dk --- Created attachment 74882 --> https://bugs.winehq.org/attachment.cgi?id=74882 Workaround with simple registry edit
A possible workaround is to move the toolbar below the other horisontal toolbars.
Unfortunately it is not possible to grab and move toolbars when Proteus is run in wine as it is meant to be, but it is possible to edit the registry and achieve the same.
Proteus must be closed when editing.
This is tested with a legitimate copy of 6.9SP5, 7.7SP3 and 8.6SP3.
