HTML-Kit [292] produces a splash screen as it starts up, which is supposed to stay above other windows. Instead, it has a tendency to appear behind other windows, and even when this doesn't happen, it doesn't persistently stay on top. (The former problem seems most consistent when leaving "select additional features and start HTML-Kit" checked in the installer, then clicking "open HTML-Kit" in the window that pops up.)
I tested it in some older releases, and it worked correctly back in 0.9.33. Regression testing indicated this commit:

Oops, that doesn't happen in Windows, either. Not sure why I thought it did...
Furthermore, the other part of this bug - the splash screen appearing below other windows - only seems to happen with KWin, so most likely it's a KWin bug rather than a Wine bug.
