Railroad Tycoon 3, I have played this game many times before, now I want to
play it and I get message like this:

err:aspi:SCSI_OpenDevice Failed to open device /dev/sg0: Permission denied
err:aspi:SCSI_OpenDevice Failed to open device /dev/sg1: Permission denied
err:aspi:SCSI_OpenDevice Failed to open device /dev/sg2: Permission denied

hence game is not able to check if the file right CD is inserted.

as a background, I have two users, one for every day use, second one just for
games - I had the game installed as my default user, but decided to have
“gamer” account, so I deleted .wine folder and installed a game as a “gamer”
user... on my default user game worked flawlessly...

You probably need to make the 'gamer' user a member of the 'cdrom' group.

I use Fedora 13 i686, there is no cdrom group...

Nevertheless, this is a permissions problem, which you need to fix in your
distro.  If you can't open the file, there's nothing Wine can do about it. 
Invalid here, as it's not a Wine bug.
