[Bug 15] - Resize lag in managed mode

This can now be best shown in the most recent wine with the most recent version 
of AIM (not sure about other versions) using win2k as the winver (havent 
checked other winvers).  Grab any IM window and resize it.  Watch what it 
does...  Not exactly the same problem listed in the original post but its 
pretty close, and still can be considered 'resize lag'.  Basically the contents 
of the window reposition themselves much slower than the borders of the window 
and show each update as well.  I will try to grab a screenshot once i can get 
on the net again in linux..
