Try running ./configure --verbose for hints on what packages you're missing.

I installed all dev packages with my package manager program.  Is it possible
that these packages are useless because they were installed improperly or
something.  You install packages through sudo or downloaded .deb files right?

I tried the following command for lib files.

<sudo apt-get install build-essential bison flex fontforge libgl1-mesa-dev
libgtk1.2 xorg-dev>

What files am I still missing and where can they be found?

on how to build 32bit wine on a 64bit system. Could you try it?
