Try setting the Windows version to win98 in winecfg.

There is no Win9x in Wine for a long time (starting from Wine 4.0 I think). I
will attach screenshot.

There is, but you have to use a 32bit prefix.

The exact same error occurs on real Windows XP, but the game works perfectly if
you use a 32-bit Wine bottle and set the version to Windows 98.
