As the title says, scrolling the map area with keyboard arrow keys is slow,
jerky, laggy. Alternatively, scrolling with a mouse works as expected.

Scrolling with both keys and mouse works fine in the Red Alert 2 expansion
pack, Yuri's Revenge, though.

Still present in Wine 1.7.55.

Current behavior: Wine registers only 1 arrow key command while trying to
scroll displayed map area in-game (by keeping an arrow key pressed). Thus
displayed map area moves only 1 unit, not continuosly as expected.
