Currently the ~/.wine directory is created when you use wine for the first time. If you use winecfg and look at Audio you can see that ALSA is picked as the soundoutput, although this isn't the case. By default there doesn't seem to be an active soundsystem. If you look in user.reg there is no mention of ALSA. You have to choose something else in the Audio menu, and after that you can pick ALSA and click Apply. And then the sound works. (I have tested wine 0.9 and the latest cvs)
