Yes, and that's the thing which should be discovered when writing the regression tests. Isn't it possible? Nevermind, I will try to play on being in appropriate mood myself.
BTW, I think Windows also accepts a value of 1 instead of 0 (according to MSDN).
I would have sorted the modes by descending refresh frequency so we would always have choosen the highest one when asking for the default frequency.
