Trying to sign up for an account on the Wine GitLab, I get this error:

"Email is not allowed for sign-up. Please use your regular email address. Check
with your administrator."

Are @outlook.com addresses blocked for some reason?

I'm afraid they are, we've had too many spammers abuse them.

Perhaps a better way would to be adopt the anti-spam method
gitlab.freedesktop.org uses?  (Example:
https://gitlab.freedesktop.org/freedesktop/freedesktop/-/issues/1182)
