From the last stam update, i think so, it has no able to run any of the game in
online mode. According to my observations steam can't get data from could with user information about games and as result - launch games. It stop at "Preparing to launch" and on exit from steam "Finishing Steam cloud sync ...".
All what i found out this is probably a error of winsock2 (10035). Versions (1.5.) .19, .20, .22 also affected by this bug (before update they worked perfectly)

Probably it is, but just some of win users have that problem. If it affected to ALL users, it would immediately resolved by the Valve.
By the way - under win7 i don't have any problems with it.

The error 10035 is very common and not really a problem. Attach a +winsock.

Problem had been solved. Valve made a new update for clouds and now steam under wine works fine. So for now any of tests (to recognize what didn't work under wine) are useless.
Since it's impossible to reproduce the issue any longer I'm resolving this as abandoned. It could also be closed as invalid as it was a steam issue.
