Use native GTK+ for windows gtk+ applications. You have to implement the windows gtk libraries on top of the native ones. So windows gtk+ applications can look like native gtk+ applications.

Second windows doesn't ship with gtk, so this is not a part we should worry about at all. Windows gtk apps can just use linux gtk themes to integrate. Marking this bug as invalid.
