it isn't that patch i think
i found:
cvs update -PAd -D "2005-11-16 06:21:58 CDT" Steam fails
cvs update -PAd -D "2005-11-16 06:21:56 CDT" Steam updates fine
as there were no commits during this time, and it seems  i 'm always one hour
out of sync with cvs,  i guess it must be this patch that broke steam:
