The segmentation faults described

Any attempt to use winecfg, wine, or wineprefixcreate results in a segmentation
fault and crash.

This is system/driver/X/kernel bug/restriction for 99% sure

If you run system from live CD system then does this bug happen?

It's Ubuntu 7.10 x86_64.

In Pyrrhic victory of a sort, I got it to work now by completely reinstalling
Ubuntu.

I configured Wine first before installing my propriety nvidia video card
drivers, and everything now works fine! I am at a loss to explain why.
