updates locale test program

I see what you mean. This updated test program tests with setlocale(LC_ALL,
NULL).
Output:

$ LC_ALL=ja_JP ./testlocale
LC_ALL(6) = ja_JP
LC_CTYPE(0) = ja_JP
Calling with NULL:
LC_ALL(6) = ja_JP
LC_CTYPE(0) = ja_JP
