Bug 40565 just came through.
There is no doubt that it is spam.
Perhaps we should consider adding a captcha or means to verify a reporter is a human before they can file a bug.
Further, having a flag to mark a bug as spam would be helpful.

They also tried spamming the forum, but since their posts never got past moderation and never actually appeared on the forum, they eventually gave up trying. If their past behavior is any indication, deleting their spam after it's posted, no matter how quickly, isn't enough to stop them.

Simply changing the bug summary in bugzilla after the spam is posted is not likely to discourage this bunch: the spammy bug summary will have already gone out to everyone on the mailing list, and will exist forever on sites that archive it.

Adding some way to filter is only an idea. I know it won't discourage some of the spam but updating the way it is dealt with could mean a spammer gets flagged in the bug tracker and then can't post on the forums. I also know it is not necessarily that easy, I'm only proposing that it could become that easy if there were a way to mark such posts or email accounts.
