The installer fails because it trys to run cacls.exe to set the permissions on
the Program Files\Turnpike directory.  cacls.exe should be in windows\system32
in a stock Windows installation, but we don't have that implemented.  Copying
cacls.exe from a windows install to .wine/drive_c/windows/system32 lets the
installer finish.
