In more games Wine use cpu 20-80% and video 20-70%. Wine rarely use my video
card or cpu on 100%, but fps is low

Even when the CPU is not fully used, one thread might be, causing a bottleneck.

Performance is difficult to pin down, I guess. Depending on how good your
computer skills are, you could try creating a D3D apitrace and an OpenGL
apitrace and see how they compare. Directly rending the OpenGL version should
be faster, since no translation is needed.

In video you can see monitoring for each thread. All threads is below 80%
