Here is what happens:
serink@johnathlonlinux ~/wine-config-sidenet $ wine MDAC_TYP.EXE

"C:\windows\temp\IXP000.TMP\msvcrt.dll" -> "c:\windows\system32\msvcrt.dll"

Here is my Linux:

SGT 2005 i686 Mobile AMD Athlon(tm) XP 2500+ AuthenticAMD GNU/Linux

This installed fine in WINE 20050628. It was broken in 20050725 with a different
error.
