[Bug 48] - PrgWin95/98: System metrics differ from the Win9x values

I think the main issue was to determine what these values should be for Windows
3.1. Otherwise (and maybe in any case) one has to add lots of if win31 - else,
etc. That's what blocked my old patch. Then I got sidetracked and now the patch
is gone.
