ms-dos included choice.com; windows vista includes the similar choice.exe. Various MS resource kits for NT included it, too. Some batch files rely on it, for instance, http://forums.techguy.org/dos-pda-other/77291-batch-file-tic-tac-toe.html :-)
The source for the freedos implementation of choice is GPL, so it cannot be copied into Wine (and is kind of ugly anyway), but it's ok to look at; see http://www.ibiblio.net/pub/micro/pc-stuff/freedos/files/fdupdate/choice.zip
