It was discovered n relation to robocopy.exe (Waves Central)

This is exactly the same thing you described in bug 45506, no need to open a
separate bug.

I opened the bug here because it affects Wine 3.12 and Wine 3.13 as well as
Wine Staging which was the original bug and it's been narrowed down to a
cmd.exe commit for Wine 3.12.

It affects programs running via cmd such as Waves Central starting robocopy via
cmd to copy files.

When robocopy is started via cmd, Wine goes into an infinite loop continually
calling tasklist.exe.
