I just had a test result come in for "Wine 3.5-Staging". The version is set to "3.5" without the "Wine-staging" box checked, and I can see why - you can't check it! Please see the attached image.

This is a blocker for all test results submitted with Wine-Staging. I can't accept these results as they list an incorrect Wine version (3.5 vs 3.5 staging) so accepting these results as-is would be lying about how it runs in Wine 3.5. So what am I supposed to do, reject these test results?

While work has unofficially been done on bringing staging up to date, there are still no staging packages on dl.winehq.org, nor have I seen any official acknowledgment of Alistair as the WineHQ staging maintainer. If and when that happens, I will send a patch to re-enable the checkbox.
As to what the holdup is, that's a question I'd like an answer to myself.

Yes. At present, users should submit test results for the development release, and if wine-staging solves any problems, mention that in the Extra comments section.

There's https://www.winehq.org/pipermail/wine-devel/2018-March/124819.html, which nobody objected to, although I think it would be good for Alexandre to explicitly acknowledge that. That still leaves the packages, of course.

Maintainers can't. I was going to do it for you, but assuming the one in question is the test report for Divinity Original Sin 2, that test report is unacceptable anyway because the user filled out the form incorrectly. Specifically, problems and workarounds were mentioned under "What works" but the user answered "No" to the questions about whether there were any problems not present on Windows or workarounds used.
