Well no, but I want to use it to extract mfplat.dll out of this .msu file:

This video guide tells you to use actual Windows VM just to extract the dll
(https://www.youtube.com/watch?v=pcCJSm3IoMY) but that won't work for me as I
want to automate the extraction process.
So, I hope this use case is valid enough to implement this.

my bad. Seems like that cab file is just a diff.
I will leave this opened in case any real program actually needs this.
